In 1995, legislation came into effect that required Cal-EPA to consolidate permitting, inspection and enforcement activities in several hazardous material and hazardous waste program areas.

In July, 1996, the Division of Environmental Health Services was approved by Cal-EPA as the Certified Unified Program Agency (CUPA) for Kings County.
