Q. How do I register to vote? A. Call the Kings County Elections Division at (559) 582-3211 ext. 4401 and request that a Voter Registration Form be mailed to you. You may also pick up forms at most government offices, post offices, libraries, fire stations, and the Department of Motor Vehicles. Complete the form according to the instructions. IMPORTANT: BE SURE TO SIGN AND DATE THE REGISTRATION FORM. The Elections Department uses your signature for identification, to insure voter authenticity. Q. If I decline to state a political party does it effect my ballot choices in a Statewide Primary Election? A. If you are registered to vote with a political party, you may only vote at the primary election for the candidates running for office from the party with which you are registered and for or against the measures. However, if you did not select a political party when you registered to vote, some of the political parties will allow you to vote for their candidates anyway. If you are not registered with a political party, upon request you can vote a ballot of any political party that has notified the Secretary of State that it will permit "unaffiliated" voters to help nominate their candidates. The following political parties have allowing voters who are not registered with a political party to request and vote their party's ballot in past elections. American Independent Party Democratic Party (all candidates except county central committee candidates) Republican Party (all candidates except Presidential candidates and the county central committee.) Q. What if I can't go to the polls to vote? A. If you are unable to vote at the polls on Election Day or want to vote by mail, you can apply for an absentee ballot. Applications may be obtained from the Kings County Elections Division and are included with your sample ballot. If you request an application by letter, please provide your home address and the address to which the absentee ballot is to be sent. Remember to sign your request for an absentee ballot the same way you signed your affidavit of registration. An application for an absentee ballot must be submitted for each election and received by the Kings County Elections Division not later than 7 days prior to the election. You may also apply for an absentee ballot in person at the Kings County Elections office right up to election day. An individual application is needed for each person requesting a ballot. Q. How can I become a permanent absentee Voter? A. Any voter can now request to become a permanent absentee voter. Applications may be picked up at the Kings County Election Office or you may complete our on-line PERMANENT ABSENT VOTER APPLICATION in English or Spanish. Simply fill in the required information on the form. Print the completed form on your printer, sign, date and mail it to the Kings County Election Department, 1400 West Lacey Blvd., Hanford, CA93230. Q. Why does it take so long to certify election night results? A. Voters and candidates are frequently surprised on the day after an election when they learn that there are ballots remaining to be counted. These uncounted ballots may leave some close races undecided for days or even weeks. The law allows 28 days after the election to complete the ballot tally and the official audit of the election, known as the Canvass. When the Canvass is completed, the official results are certified. There are two categories of ballots which may not be completely processed on Election Night: ¨ Absentee ballots turned in at polling locations on election day ¨ Provisional ballots voted at the polls ABSENTEE BALLOTS TURNED IN AT THE POLLING LOCATIONS Some absentee voters wait until the last minute to make their voting choices and then drop off their absentee ballots at a polling place on election day. We make a concerted effort to pick up and preprocess absentee and provisional ballots throughout the election day, however many of these ballots are dropped off too late for preprocessing and may not be counted until several days after the election. All absentee ballots must be preprocessed before they are counted - this includes verifying every absentee voter's signature prior to opening the absentee ballot envelopes. Only after the voter's signature has been verified may the ballot be opened and counted. PROVISIONAL BALLOTS Provisional ballots are voted at the polls when a voter's registration is in question, or when our records indicate the voter has already sent in an absentee ballot. Provisional ballots must be individually researched and verified at the Registrar's Office before ballots are counted or rejected in accordance with election laws. A voter who votes a provisional ballot on election day may find out if his or her ballot was counted and if the ballot was not counted why. Provisional voters receive a receipt that contains a unique identification number. Once an election is certified a provisional voter may go to www.countyofkings.com/acr/elections/index.htm and click on *Provisional Voter Free Access.* The voter then enters his or her unique identification number. The system will tell the voter if their provisional vote was counted and if not why it was not counted. OFFICIAL CANVASS The Official Canvass may, by law, take up to 28 days after the election to complete. During this time election officials will be doing the following tasks. An inspection of all election materials and supplies returned from voting precincts. A reconciliation of the number of signatures on the roster with the number of ballots recorded on the precinct ballot statement and resolving any discrepancies. Processing the official polling place roster/Index, which includes accounting for all voters who signed the roster on Election Day. Update voter history from the roster/Index. Reconciling the number of ballots counted, spoiled, canceled, or invalidated due to identifying marks and over votes with the number of votes recorded, including absentee and provisional ballots. Processing and counting any valid absentee and provisional ballots not included in the Semifinal Official Vote Count. Counting any valid Write-in votes. Conducting the 1% Manual Tally of Votes. Transmitting certified results to the Secretary of State. Once the canvass is complete the Election is Certified and the results become official.
