and the public in a competent, courteous and sincere manner.


The Clerk of the Board is responsible for managing and operating the Board of Supervisors Office.

The Clerk also serves as the Clerk of the County Assessment Appeals Board, which sits as Board of Equalization for Kings County.

The Clerk is the filing officer for economic disclosure statements (Form 700's ), which are filed in accordance with the Political Reform Act of 1974.

Additional duties include serving as Clerk and recording officer of the City Selection Committee.


The Clerk of the Board is responsible for five major operations:

Administrative
Public Services
Assessment Appeals
Mandated Services
County Ordinance Code Updates

The following is a brief description of each operation:


Administrative:

Provides leadership for carrying out the Clerk of the Board Mission and is responsible for efficient and effective administration of the general office operations.
Provides direct support to the Board of Supervisors, boards and commissions, and City Selection Committee.
Processes and tracks referrals of communication to the Board, County Administrative Officer, and County departments and agencies, and maintains automated records information on all board actions.
Prepares and monitors the department budget.

Processes and maintains payroll and personnel records for Board of Supervisors office.

 

 

Public Services:

Responsible for retrieval of archival system researches of public records and requested information related to board actions.


Assessment Appeals Service

Processes applications, prepares agendas, provides legal noticing, attends meetings, prepares minutes and maintains records of proceedings. Assessment Appeals must be filed after the August Assessments are filed and September 15th each year.
Processes stipulations, withdrawals, determines validity of applications; responds to inquiries and ensures compliance with the Revenue and Taxation Code.

Mandated Services:

Prepares Board of Supervisors agendas, provides legal noticing, attends meetings, prepares Statements of Proceedings.

Maintains, prepares, compiles, posts and distributes weekly agendas; minutes, resolutions, ordinances and contracts approved by the Board of Supervisors.

Processes County of Kings Board of Supervisors meeting-related documents, as well as those for Assessment Appeals and City Selection Committee.

Maintains an updated County of Kings Code of Ordinances.
Receives claims for damages, lawsuits and various types of petitions and forwards them for processing.

Manages the Board and Commission roster of members, appointments and vacancies in compliance with the Maddy Act.

Monitors, maintains, and reports violations relating to Conflict of Interest Codes filings.
