Human Resources Department

Director of Human Resources: Allison Picard

The Human Resources Director is appointed by the Board of Supervisors to direct the County's employer-employee relations activity, and maintain the classification and pay, recruitment and selection, employee benefits, payroll processing, training and equal employment opportunity programs. The Department is also responsible for advising managers and staff on County Personnel Rule and MOU interpretations, disciplinary matters, and various labor laws such as the Fair Labor Standards Act (FLSA), the Americans with Disability Act (ADA), the Family Medical Leave Act (FMLA) and other leave entitlements. The Department directs employee appreciation activities such as the annual recognition barbecue in May, the Employee of the Quarter program and the County newsletter. Additionally, the Department provides personnel services for three independent agencies (IHSS, KART and KCAG) and receives revenue for this added workload.

Kings County employs approximately 1300 full and part-time employees in offices located throughout the County. The central location of Kings County is Hanford, with outlying stations in Kettleman City, Stratford, Avenal, Corcoran, Armona and Lemoore.

The Human Resources Office is open Monday through Friday, 8:00 a.m. to 5:00 p.m. (except holidays).
