Kings County Association of Governments (KCAG) was formally created in 1967 to provide a cooperative body for the resolution of issues that go beyond established jurisdictional boundaries. KCAG is a voluntary association of local governments, designated by the state of California. The major roles of KCAG are:

  • To exchange planning information between the member agencies as related to planned area-wide development with emphasis on transportation;

  • the identification and study of problems in areas of urban growth affecting various agencies;

  • to consider questions of mutual concern to the County, Cities and other agencies and make recommendations on an advisory basis;

  • to provide for citizen involvement in the planning process and provide technical services to the member agencies;

  • to operate as the regional transportation planning agency.

In each of these areas, KCAG acts as a consensus builder to develop an acceptable approach on how to solve problems that are regional in nature.

Kettleman City Safety and Community Study

KCAG, Kings County Community Development Agency, and TPG Consulting are collectively working together on the Caltrans funded, Kettleman City Safety and Community Study.  At the third community workshop held on April 10, 2010, the concept draft designs were featured with 20 foot maps of the project area.  Comments on the concept draft designs are being accepted through April 30th and can be dropped off at the Kettleman City Library, the Kettleman City Community Service District or mailed to the KCAG office.

The final draft report for the Kettleman City Safety and Community Study will be presented at the 4th community workshop scheduled for August 21, 2010 from 2:00 p.m. to 4:00 p.m. at the Community Hall.

Kings County Housing Element Update
The Cities of Avenal, Corcoran, Hanford, and Lemoore and the County of Kings are working together to develop a multi-jurisdictional  Housing Element.   


Caltrans Environmental Justice Grant

KCAG and the Kings County Community Development Agency have received a Caltrans Environmental Justice Grant for the Kettleman City Safety and Community Study.  The study will work with residents to explore options to improve pedestrian safety along State Route 41 and other key cross streets.


CALTrans Launches the California Transportation Plan 2035 Web Portal

The California Department of Transportation (Caltrans) announces the launch of a new interactive Web portal, www.californiatransportationplan2035.org, for the development of the California Transportation Plan 2035.  The plan is a statewide, long-range transportation plan that is updated every five years, and will be completed in September 2010.  It includes goals, policies, and strategies to achieve our collective vision for California’s future transportation system.

About Us

The Kings County Association of Governments is a Council of Governments responsible for addressing inter-jurisdictional public policy matters.
KCAG is a voluntary organization whose member agencies are the cities of Avenal, Corcoran, Hanford, and Lemoore and the County of Kings.

KCAG is also a state-designated regional transportation planning agency (RTPA) recognized by the State's Business, Transportation, and Housing Agency.

The RTPA is responsible for administering the Regional Transportation Plan (RTP), preparing a Regional Transportation Improvement Program (RTIP), the Federal Transportation Improvement Program (FTIP), reviewing the State Transportation Improvement Program (STIP) and other state transportation programs, monitoring local public transit operations, overseeing federal transportation grant proposals, and administering the Local Transportation Fund (LTF) and State Transit Assistance (STA) funds.
