Counseling Services for Kings County

At Kings View, we promote the prevention of and recovery from mental illness and substance abuse for the individual, family, and community by offering accessible, caring, and culturally competent services. We believe that those living with addiction and mental illness can recover and live with dignity and respect as valued members of their family and their community.

At Kings View you will tyake an active role in your treatement process. We will work with you to developa plan of care, and we encourage you to ask questions whenever anything is unclear. The goal of the Kings View Counseling staff is to make your experience comfortable and fulfilling.

Kings View is an outpatient facility. If you are in need of inpatient servicesas a part of your treatment, we will coordinate placement with the nearest inpatient facility available.

Emergency/Crisis Mental Health Services during business hours are available by walking in or calling. After business hours emergency/crisis mental health services are available by calling: (559) 582-4484 or 1-800-655-2553 or by going to the nearest hospital ER.

Services Offerered

- Group and Individual Counseling: group counseling is the Kings View preferred mode of service. Individualand and family counseling are used to supplement group therapy.

- Case management: help to solve everyday living problems by providing additional resources to consumers

- Medication: to help stabilize moods and/or control harmful behaviors

- Therapeutic Behavioral Services (TBS): one-on-one mental health services for youth with serious behavioral challenges. These kids are experiencing a stressful transition or life crisis and need effective, short-term intervention. The goal of TBS is to successfully help the youth transition from a high level of care to a less-restrictive setting.

- School Based Counseling Services: counseling services provided at paticipating schools for students

- Specialized Life Skills Group: social skills and life strategies taught in a group setting

- Crisis Services: assessment and treatment for acute psychological problems

- Alcohol & Other Drug Support: provides drug and alcohol counseling, education, intervention, and outpatient support services

Programs Offered

- Child Sexual Abuse Program: specialized counseling with children who have been sexually abused.

- Dual Diagnosis Treatment Program: counseling for adolescents and adults who have alcohol and/or other drug problems in addition to behavioral health issues.

- Behavioral Disorder Treatment Program: specialized program for children and adolescents with behavioral challenges and their parents.

- Cal-Works Program: mental health and alcohol/drug treatment for consumers to help them return to employment.

- Prop-36 Program: behavioral health, alcohol and other drug services for consumers on court mandated diversion programs.

- Adult Sexual Offender Program: treatment program for individuals who have been accused of molesting children.

Consumer Rights

As a person eligible for Medi-Cal, you have a right to receive medically necessary specialty mental health services from the mental health plan (MHP): you have the right to:

- Be treated with personal respect and respect for your dignity and privacy

- Receive information on available treatment options and alternatives; and have it presented in a manner you can understand.

- Participate in decisions regarding your mental health care, including the right to refuse treatment.

- Be free from any form of restraint or seclusion

- Request and receive a copy of your medical records, and request that they be amended or corrected.

- Receive information about the services covered by the MHP, other obligations of the MHP and your rights as described here

- You also have the right to receive this information and other information provided to you by the MHP in a form that is easy to understand.

- Receive specialty mental health services from the MHP that follow the requirementsof its contract with the State in the areas of availability of services, assurance of adequate capacity and adequate services, coordination and continuinty of care, and coverage and authorization of services.

Advance Directives

You have the right to have an advance directive. An advance directive is a written instruction about your health care that is recognized under California Law. It usually states how you would like health care provided, or says what decisions you would like to be made, if or when you are unable to speak for yourself. You may sometimes hear an advance directive described as a living will or a durable power of attorney.

Appeals/Grievances/Fair Hearing

You may request a review of a decision that was made about your specialty mental health services by your providers. There are two ways you can request a review. One way is to use the standard appeals process. The second way is by using the expedited appeals process.

- A Standard Appeal is a request for review of a problem you have with the MHP of your provider that involves denial or changes to services you think you need. If you request a Standard Appeal, the Mental Health Plan (MHP) may take up to 45 days to review it. Timeframes maybe be extended by up to 14 calender days if you request an extension, or if the MHP feels that there is a need for additional information and that the delay is for your benefit.

- If you think that waiting up to 45 days for a Standard Appeal decision will jeopardize your life, health, ability to attain, maintain or regain maximum function, you may request an Expedited Appeal. An Expedited Appeal is a faster way to decide an appeal. However, your appeal has to meet certain requirements. Your MHP will resolve your Expedited Appeal within 3 working days after the MHP receives the Expedited Appeal.

- A grievance is an expression of unhappiness about anything regarding your specialty mental health services that are not one of the problems covered by the appeal and state fair hearing process. The MHP must make a decision about your grievance within 60 calendar days from the date you filed your grievance. Timeframes may be extended by up to 14 calendar days is you request more time, or if the MHP feels there is a need for additional information and that the delay is for your benefit.

- If you are dissatisfied with MHP's decision on your appeal, you may request a State Fair Hearing. A State Fair Hearing is an independent review conducted by the California Department of Social Services to ensure you receive the specialty mental health services that you need under the Medi-Cal Program. You can ask for a State Fair Hearing by writing to:

You may ask for an expedited (quicker) State Fair Hearing if you think the normal 90-day timeframe will cause serious problems with your mental health, including problems with your ability to gain, maintain, or regain important life functions.
