Joe grew up in Bakersfield, California and joined the Navy shortly after high school. During his 31 year career in the military he made 12 extended deployments, 7 of which were to the Persian Gulf in support of Operation Iraqi Freedom and Operation Enduring Freedom. He served as Command Master Chief of the USS Kitty Hawk, USS Princeton, and Anti-Submarine Squadron 29. He moved to Lemoore in 2003 were he served as Command Master Chief of Carrier Airwing 11, and retired from the Navy in June of 2006.

While in the Navy, Joe earned a Bachelor of Science Degree in Administration and Management Studies. He came to work for Kings County as the Public Guardian and Veterans Service Officer upon his retirement.

Joe is married to Cynthia, has a daughter, Kelly, who lives and works in Lemoore, and a son Matt who is in the Navy.
In his free time, Joe enjoys golf, corvette rides, and camping with his wife in their Airstream trailer.

 


Stan Hess

Stan grew up in Baker, Oregon and joined the Navy in June of 1969, 4 days after graduating from high school. Stan spent 28 years in the United States Navy before retiring in 1995 with 15 years of sea duty and 16 deployments. Stan is a Vietnam and Gulf war veteran. Stan was Command Master Chief of Commander, Light Attack Wing, U.S. Pacific Fleet, Carrier Air Wing Nine, and Naval Air Station Lemoore. Stan originally came from "Seabee's" at Port Huenme, California with extended deployments with NMCB-40, 5, and 4.

Stan is the Senior Veterans Service Representative and is accredited by the Veterans Administration, National Association of County Veterans Service Officers, the American Legion, California Department of Veterans Affairs, Disabled American Veterans, and the Retired Enlisted Association. Stan is also qualified to provide the Transitional Assistance Program (TAPS) to separating military members of the military.

Stan is married to his childhood sweetheart Deana and they have 2 children Stan Jr. and Tammy. Stan Jr resides in Catonsville, Maryland and is married to the former Julie Mitchell and they have four children, Andrew, Amelia, Sophia, and Molly. Tammy is a registered nurse with the NEONATAL Intensive Care Unit at Community Hospital in Fresno. In his spare time Stan likes to fish, and help people with home improvement projects.

Erin Rodriguez is a Kings County Veteran’s Service Representative. Erin has been with the department for 3 years,  first as a Veteran’s Work Study as an Office Assistant.   She was recently promoted to the Veterans Service Representative position due to knowledge, Drive motovation, and her genuine concern for the Veteran and his or her Family.. Growing up a Navy Brat and marrying a Sailor has resulted in a real love and respect for our Active Duty, Retired and Veteran’s in general. 

Erin is graduate of Chapman University with a Bachelor Degree in Criminal Justice. She has two beautiful daughters, Amara and Sara.   Amara is currently attending Fresno State University majoring in Nursing and Sara is a Junior at Lemoore High School.

Erin’s position as a Veterans Service Representative is multi-faceted.  Erin can handle any and all types of Veterans claims, questions, and make the "Right" decisions on the Veterans behalf.

Erin provides the Veterans of Kings County with the highest quality service possible with a genuine smile and a desire to help them or their family members.

Christina Rodriguez-Woodards was born and raised in La Puente, California.  She joined the Navy after graduating from High School in 1999.  She served as an Aviation Administsration (AZ) for 9 years in VFA-94, VFA-122, and VFA-2.  During this time she made two WestPac deployments, on of which was to the Persian Gulf in support of Operation Enduring Freedom aboard the aircraft carrier

USS Carl Vinson.

Christina came to work in our office in the summer of 2012 as a Work Study while she was attending West Hills Community College.  She graduated with an Associates of Science in Psychiatric Technician and is continuing her education at the University of Phoenix in the Health Care Administration Bachelors Program.

Christina is married to Reggie, who is currently serving on Active Duty.  She as two awesome you sons, Nathan and Marcel.  Nathan is in the 5th grade and Marcel is still in day care.

Christina has a very strong passion for helping Veterans and enjjoys coming to work everyday.  Her genuine smile lights up not only the Office but makes Veterans and Family members relaxed and sincere that he is going to help them with what ever problem arises.

Cathy Sigle has worked for the County of Kings since 2007 as Veterans Office Assistant.  Cathy graduated from C.L. McLane High School in Fresno, CA and has attended Fresno City College.  Cathy has lived in the valley since 1967 and she makes her home in Kingsburg, California.

Cathy has had, grandfather, father, six uncles and one brother serve in the Air Force, Army and Navy from WWII, to Vietnam and Desert Storm.  She has the utmost respect for our veteran's and their issues, be it family, disability or behavioral health issues. 

Cathy has a strapping seventeen year old son Brian who is involved in forestry and fire sciences and he attends Kingsburg Highscool and Reedley College.

Cathy's duties are both in the office and in the field as well.  Cathy has a proven track record in the daily dealing with Veterans from answering general questions to filing of some documents on the Veterans behalf.  Cathy enjoys her position and is always happy to assist in whatever the need of the Veteran may be.

Zoe Bocachica

Zoe was born and raised in Tucson, Arizona and joined the Navy a year after graduating from High school in 2005.  She spent 7 years as an Aviation Structural Mechanic (AM) working on F/A 18 Hornets at Naval Air Station Lemoore.  She has served in a number of squadrons , VFA-137, VFA-122 and VFA-97 before separating from the Navy in October 2012 from Fleet Readiness Center West (FRC West).  She is married with two handsome youg boys (Jayden-5 and Jordan-1).  Her husband is currently on Active Duty and plans to make it a career.

Zoe works in the Kings County Veterans Service Office as a Veterans Work Study.  She has been working here for a year.  She assists our Veterans and their family members.  Zoe granded from West Hills Community Colle in 2010 with an Associates Degree in Business and is currently pursuing her Bachelors Degree in Business Administration at Brandman University.

Zoe is a warm hearted and eager to please Work Study and she truly enjoys working with the Veterans of Kings County.
