Some language on the ballot envelope has changed. 

Vote By Mail ballots may be returned by anyone that the voter chooses.  Therefore, the voter no longer needs to list a relationship to the person delivering the voted ballot.  The voter still must list the name of the person authorized to deliver their ballot.  Then, the delivery person must sign in the appropriate area.
